ایک تازہ رپورٹ کے مطابق پاکستان میں روزانہ 11 بچے جنسی زیادتی کا شکار بنتے ہیں۔ یہ اعداد و شمار پاکستان میں بچوں کے حقوق کے لیے کام کرنے والےایک غیر سرکاری ادارے ’ساحل‘ نے جاری کیے ہیں۔

رپورٹ میں دعویٰ کیا گیا ہے کہ 2016 کے دوران بچوں کے ساتھ جنسی زیادتی اور تشدد کے واقعات میں دس فیصد اضافہ ہوا ہے۔ ادارہ کہتا ہے کہ گزشتہ برس بچوں سے جنسی زیادتی سمیت اغوا، گمشدگی اور جبری شادیوں کے 4139 کیس رجسٹرڈ ہوئے اور یہ تعداد 2015 کے مقابلےمیں دس فیصد زیادہ ہے۔

کروؤل نمبرز یا  ’ظالمانہ اعداد و شمار‘ کے عنوان سے شائع کی جانے والی اس رپورٹ کے لیے ادارے نے86 قومی، علاقائی اور مقامی اخبارات کا جائزہ لیا۔

 

گزشتہ برس بچوں کے خلاف کیے گئے جو بڑے جرائم رپورٹ ہوئے اُن میں اغوا کے 1455 کیس، ریپ کے 502 کیس، بچوں کے ساتھ بدفعلی کے 453 کیس، گینگ ریپ کے 271 کیس جبکہ زیادتی یا ریپ کی کوشش کے 362 کیس سامنے آئے۔

ان واقعات میں سب سے زیادہ سنگین جرم زیادتی کا شکار ہونے والے بچوں کا قتل ہے۔ رپورٹ کہتی ہے کہ جنسی حملوں کے بعد قتل کے کُل 100 واقعات سامنے آئے۔

ادارے کی تحقیقات کےمطابق بچوں سےجنسی زیادتی اور تشدد کرنے والے مجرمان میں گھر کے افراد، رشتہ دار اور واقفِ کار بھی شامل ہیں۔

گزشتہ سال بھی، بچوں پر تشدد کرنے والوں میں زیادہ تعداد ان افراد کی تھی جو بچوں کو جانتے تھے۔ ان کی تعداد1765 ہے۔ 798اجنبی ، 589ا جنبی واقف کار، 76 رشتہ دار، 64 پڑوسی، 44 مولوی، 37 اساتذہ اور 28 پولیس والے بھی بچوں پر جنسی تشدد میں ملوث پائے گئے۔

ادارے نے ایسے لوگوں کی نشاندہی کرتے ہوئے لکھا ہے کہ یہ لوگ بچوں کو پھسانے کے لیے تحائف کی پیشکش کرتے ہیں، اُن سے محبت کا اظہار اور مختلف کاموں میں اُن کی مدد بھی کرتے ہیں۔ جنسی زیادتی میں کامیابی کے بعد یہ افراد بچوں پر اس راز کو خفیہ رکھنے کے لیے دباؤ بھی ڈالتے ہیں۔

رپورٹ کے مطابق سال 2016 میں اس طرح کے جرائم پاکستان کے دیہی علاقوں سے 76 فیصد جبکہ شہری علاقوں سے 24 فیصد واقعات رپورٹ ہوئے۔

ان میں زیادتی کے واقعات کی شرح کچھ یوں رہی: پنجاب میں 2676، سندھ میں 987، بلوچستان میں 166، اسلام آباد میں 156، خیبر پختونخوا میں 141، پاکستان کے زیرِ انتظام کشمیر میں نو، اور گلگت بلتستان سے چار واقعات رپورٹ ہوئے جبکہ اس سال فاٹا سے کوئی کیس رپورٹ نہیں ہوا۔ اعداد و شمار ظاہر کرتے ہیں کہ 11 سے 18 سال کے بچے سب سے زیادہ اغوا ہوئے۔ 16 سے 18 سال کی لڑکیوں کے اغوا کے واقعات میں اضافہ جبکہ لڑکوں کے اغوا کے واقعات میں کمی ریکارڈ کی گئی۔

کم عمری کی شادی کے کُل 176 واقعات میں سے 112 صوبہ سندھ میں جبکہ 43 پنجاب میں رپورٹ ہوئے۔

ادارے نے ذرائع ابلاغ میں متاثرہ بچوں کی شناخت ظاہر کرنے پر افسوس کا اظہار کرتے ہوئے لکھا ہے کہ ملک میں خبر کی رپورٹنگ کے بارے میں ضابطۂ اخلاق موجود ہونے کے باوجود 47 فیصد بچوں کے نام، 23 فیصد بچوں کے والدین کے نام جبکہ چھ فیصد واقعات میں نام کے ساتھ تصاویر بھی شائع کی گئیں۔

رپورٹ کے مطابق تشویش ناک بات یہ ہے کہ بچوں کے ساتھ زیادتی کرنے والوں کی بڑی تعداد ان کے رشتہ داروں اور جاننے والوں کی ہوتی ہے۔

ادارے نے اپنی تجاویز میں اس بات پر زور دیا ہے کہ گھروں میں بطور ملازم کام کرنے والے بچوں کے حوالے سے متعلقہ بل کو منظور کروا کر اس پر عمل درآمد کرایا جائے جبکہ چائلڈ میرج ریسٹرینٹ بل کو صوبائی اور قومی سطح پر نافذ کیا جائے۔

اس کے علاوہ ادارے کے مطابق بچوں کے تحفظ کے حوالے سے معلومات کو نصاب میں شامل کیا جانا چاہیے اور پیشہ ورانہ طریقے سے بچوں، اساتذہ، ڈاکٹروں، اسکول کونسلروں اور پولیس میں شعور اجاگر کرنےاور تربیت دینے کی سخت ضرورت ہے۔

مردوں کو قبروں سے نکال کر ان کے ساتھ جنسی فعل انجام دینا، جانورو اور مچھلوں کو اپنی جنسی ہواس کا نشانہ بنانا، کم عمر معصول لڑکیوں کو اسلحے کی نوک پر برہنہ گھمانا، کم عمر بچوں کو جنسی درندگی کا نشانہ بنا اور ان تمام واقعات کو بہ غور دیکھا جائے، تو آج کل 70 فیصد واقعات میں مذہبی امور سے وابستہ مولوی بھی شامل ہیں، جو بھیانک عمل ہے۔
